Отворено писмо на сдружение „Солидарна България“ към министър-председателя на Република България Кирил Петков, регистрирано в деловодството на Министерски съвет под номер 08.00-2/4.1.2022 г.
ОТНОСНО: Отпускане на социални помощи за бизнеса и спецификата на данъчната система в България
Уважаеми г-н Петков,
Във Ваше интервю в предаването „На фокус“ по Нова телевизия от 2 януари 2022 г., заявихте: „Ние всички реално харчим парите на бизнеса, който е изкарал. Всичките тези данъци, които събираме, това са си техни средства.“
С недоумение посрещнахме това Ваше твърдение и много бихме искали да го отдадем на неволна грешка или неопитност, а не на професионална или политическа недобросъвестност. Защото то най-малкото не отговаря на истината, което е лесно проверимо. Както Вие, така и някой от Вашите 17 съветници, можете да се запознаете с Консолидираната фискална програма, публикувана на интернет страницата на Министерство на финансите. Там са посочени данъчните приходи по размер и източници. В следващата графика ще илюстрираме само отчисленията към бюджета от данъци, които могат да се използват за изплащане на настоящите социални помощи към бизнеса, за да покажем, че всъщност подаръците се финансират основно от нашите данъци – на гражданите, не от тези на бизнеса.
Както сам можете да се убедите, едва 2,7 млрд. лв. са приходите от данъците върху печалбата. Тези и само тези данъци се внасят от бизнеса. Данъкът върху приходите на гражданите – облагането на техните доходи, допринася с цели 55% повече, отколкото данъкът върху печалбата. Това, разбира се, е следствие от спецификата на данъчната система в България, характерна с това, че натоварва значително повече работещите, разтоварвайки бизнеса и по-заможните слоеве от отговорността, която би трябвало да носят към обществото.
Трябва да подчертаем също (макар че всеки с минимална икономическа грамотност го знае), че данъкът върху добавената стойност (ДДС) се поема само от гражданите. Това е данък върху потреблението. Всеки, който си купува хляб, мляко, сирене и т.н., плаща по 20% от цената на продукта в държавната хазна. Общият размер на приходите от ДДС за 2020 г. е над 11 млрд. лв. Същото се отнася за акцизите и митата.
Г-н премиер,
Едва 11.5% от чистите данъчни приходи в държавния бюджет идват от бизнеса. Останалите 88.5% са от джоба на хората. Да, с отпуснатите социални помощи към работодателите Вие правите преразпределение. Но то е от гражданите към бизнеса. Не „от бизнеса към бизнеса“, както твърдите във Вашето интервю.
С настоящото писмо сдружение „Солидарна България“ отправя покана, в случай на желание от Ваша страна, за среща-разговор с Вас и 17-те Ви експерти по особеностите на българската данъчна система (нейната специфика, антисоциална насоченост и отклонение от средноевропейските норми), така че заедно да сложим край на митовете и фалшивите новини, които се разпространяват в тази област (впрочем, по същия начин реагирахме и когато главният прокурор Иван Гешев разпространяваше фалшиви новини относно инвалидните пенсии и социалната система).
Не на последно място, ние считаме, че един от основните източници на корупцията, на която Вашето правителство обяви, че ще сложи край, се корени именно в патологията на данъчната ни система, която натоварва работещите и най-бедните хора, докато амнистира бизнеса, оставяйки му големи необложени парични маси, с които той може да си купува от всичко по много, включително политици и цели парламентарни групи. Този факт беше признат дори от бившия финансов министър Владислав Горанов, но за съжаление остана само констатация и не доведе до никакви действия от негова страна. И ако има нещо, което бизнесът в България наистина плаща изцяло от джоба си, то това не са социалните и инвестиционни разходи на бюджета, а предизборните кампании на партиите.
Сдружение „Солидарна България“ работи отдавна по темата, а през 2017 г. заедно с още 11 организации беше част от официално регистрираната в НС гражданска инициатива „Да спрем машината на неравенството“, която събра над 30 хил. подписа с две основни искания – въвеждане на необлагаем минимум и на диференциран ДДС за стоки от първа необходимост. Отново със съжаление ще припомним, че тогавашните управляващи разгледаха петицията в парламентарна комисия, но се задоволиха само да „насърчат гражданската активност“.

Браво, за първи път да се запозная с компетентни хора имащи престава за проблеми държащи България на дъното в Европа по всички показатели! Още по нататък трябва да се отиде, 5 % ДДС за всичко и минимална часова ставка, а не минимална заплата
Трябва да призная, че съм изненадан от наличието на вашето сдружение, на статията попаднах през Туитър.
Рядко се среща нещо написано за и в България, с което да съм напълно съгласен.
И в частност на позиция срещу регресивните данъци, така свещени за неолиберализма.
Помощите за бизнеса трябва да бъдат или под формата на заеми, или срещу дялове с опция за обратно изкупуване и в бъдеще да се върнат.
В годините на печалби, те всички бяха частни и капиталистически, нали? Сега загубите защо трябва да са социалистически?
4,2 милиарда лева са постъпленията от данък доход, взети от доход 42 милиарда лева. Консумацията на домакинствата е над 40 милиарда долара. Работническите заплати би трябвало да са под 40 милиарда лева, другият обложен доход е на бизнесменските заплати. И ДДС се взима от доходът на бизнесът. Но всички десни имат предвид – че целият БВП е изработен от бизнесът, и заплати и пенсии и всичко, и без бизнесът няма да има лоо доходи. Те могат да се позоват, че плащат 60% от социалните осигуровки – здравните и за пенсия.. ЕТО ТИ ДЕМОКРАЦИЯ, ВСИЧКИ СА ЗАЛОЖНИЦИ НА БИЗНЕСА – КАПИТАЛИЗЪМММ. Това не е ли по-лошо от всички системи? Добре, и изходът е – алтернативата е – държавата да не иска данъци, а да стане бизнесмен и сама да се издържа. Тя по принцип е!! Е!! Държавата е като търговски център, и си прибира наемът. Може ли да има капитализъм без държавата? Без пътища, без сигурност, без отстояване на собственоста, без масово образование и масова-единна култура-код? ..
Парите на работниците и пенсионерите, къде ще отидат, и на държавата? Нали пак в джобът на бизнесмените и работниците им.
При капитализмът държавата е в ролята на търговски център където фирмите плащат за да произвеждат и продават, и да ползват работна ръка о-култур-ена и образована, лекувана. Но тези фирми не искат да плащат данъци – тоест наемът си в търговският център. Те правят картел и снижават данъците-наемът си, като изнудват търговският център – държавата. Което влошава мястото. Защо частното не показа по-добри резултати, сега българинът е по-зле от НРБ -животът. Домакинство тогава средно 500 лева семеен доход, равни сега по покупателна способност на 2500 лева, сега този показател е 1300 лева. ………………………………………… Ниските заплати обезсмислиха образованието и квалифицирането, и оставане в България. Бизнесът поиска пазарен ток. И сега: КЪДЕ МИ Е ТОКЪТ, КЪДЕ МИ СА РАБОТНИЦИТЕ И СПЕЦИАЛИСТИТЕ???!!!?? ….А които фирми не смогват да си плаща данъците и таксите – да фалират, за да освободят работниците, машините и суровините за някой по-добър – нали така е при конКУРенцията и капитаЛИЗъма господа-другари!? Големите данъци и големите заплати гонят мафия и корупция, стягат държавата и пари за порции към олигархия – няма. Искат трудът и токът все да са евтини. Но пазарна икономика и свободен пазар не значи дефлация, а значи СВЕТОВНИ ЦЕНИ. Всичко което пътува – се придвижва е на световни цени. България има три пъти по-малко жилищна площ от Германия, но наемът е два пъти по нисък от Германия, а цените на жилищата са четири пъти по-евтини. Държавите с ниски данъци за фирмите имат голяма държавна собственост и голямо държавно строителство, и над 60% от БВП се прави от държавна собственост. Значи тези ниски данъци за бизнесът са резултат от левите политики. Леви политики за десни цели. ……………………………………………. ………………………………… Гьоков: „Таванът на
пенсиите трябва постепенно да отпадне, и всеки пенсионер да получава
пенсия според осигурителния си принос, без да има ограничения.“ 1800
лева заплата 50 години, при 20% принос, е пенсия 1800 лева за 10 години и
после на социална пенсия при бедност. Златното правило е – за да
се изравни приносът понеже 500 лева от преди 35 години купуват колкото сега 2500 лева. инфлационен коректор. Така не е нужно преизчисления. Осигуряване от раб.запл. към НОИ е от 2000г., приносът!? ………………………….. Военен пенсиониран с 20 заплати на 39 години преди 33 години, е взел заплати за 400 000 сегашни лева през 20 годишната си кариера. Но за 33 години е взел пенсии за 500 000 лева – сегашни, колкото купуват сега 500 000 лева.
Казахстан има 90% от БВП на глава в сравнение с България и Русия. Но в Казахстан МИНИНИМАЛНАТА ЗАПЛАТА е 65 долара, в България е около 400 долара. Панама има с повече от 20% по голям БВП в сравнение с България, но два пъти само по-малък от Словения. Но на Словения минималната заплата е 887 долара на глава, а на Панама е 250 долара. Да, средната заплата има значение за сравнението, и БВП на зает – а не на глава. ………. Лекарите в Казахстан средната заплата е само 43 000 tenge – 170 лева, А учителите имат 40 000 тенге – 158 лева. Редно е средната работна заплата да е 50% от БВП на зает. Обикновено това е равно на БВП на глава защото 50% от населението е заето – работещо. При 9000 долара БВП на глава на Казахстан, толкова трябва да е средната заплата там – 750 долара месечно. А минималната заплата е половин средна заплата. Средната заплата в България изчислена по получени заплати, всички заплати се делят на работещите, е над 1500 лева, значи минималната трябва да е 750 лева. Испания 2000 евро средна заплата, минимална 1000 евро. 27 000 долара БВП на глава Испания, България 10 000 долара. по разлика в бвп и 1000 евро мин.запл. испани, е 740 лева за бг.
Обвинявам за поробена България, за дебългаризирана България, за това, че те предадоха България доброволно, от удоволствие, за шепа долари, за нереална мечта, за илюзия, за „по-висока цел „. Обвинявам за големите лъжи, решаващите предателства и празните обещания, които направиха живота ни безцелен, безидеен, нереален, тревожен, разстроен, депресиран, объркан, отчаян. Обвинявам за убийството на българския род, българското име, за всичко, което е българско. ……………………… Иван Костов и Желю били комунисти? БИЛИ! Те всички комунисти които не се съпротивляваха на БСП и СДС, на превръщането на евреите комунисти в капиталисти и изоставяне на социалната държава, са предатели. Предатели като Юда. Юда е предател като всички евреи, юдеи. Евреите закопаха България дружно с ЦРУ и Сорос. …………………… ………………………………… Адам Смит, известен като бащата на икономиката, иначе ръководител на катедрата по морална философия в университета в Глазгоу, подчертавам МОРАЛНА философия, през 1776 г., преди 245 години, пише: „Търговците и производителите ни са, нито трябва да бъдат владетелите на човечеството”. За съжаление, при нас се случи точно това.
